I cant get all the buildings "purchased".

How far along are you? As you keep building up resources you should be able to buy more.

I have gone all the way to level 100 and it says I have not completed the saga.

Are you also doing the puzzles? and playing the extras? Maybe that's what the game is referring to. Just saying..Good luck
